Mostly because they are just going through the motions. They can't even resemble what they once were. If you are aware of this then you might be able to compensate. The Pixies sound Shit, The smashing pumpkins will never have a great song again. The white stripes are dead. Even queens of the stone age hardly twitched in their last album...if you want to have a come back you will need new blood. You will need to incorporate a young talented person with some interesting ideas which are in keeping with your original work. Think of yourself as blind, its easy to find your way around the places you know but you can not explore new things unless you follow someone with eyes. Don't argue with them or disagree on what you think you know, just follow. If you pick the right talent then you will have a come back. (Please broaden your search beyond the people you know). If you go with whats familiar then there is no point. Get feed back from critical target audience (People who have never heard of you) - I should be a manager
There was a time when I shared a similar train of thought but I'm pleased to say whilst it may be rare it really is actually possible. Lagwagon looked to have peaked in '99, 4 albums in. By '05 at album 6 I thought well it was a bloody good run and they don't owe the world anything...a 9 year hiatus from recording and fkn fk me. New album in '14 and it's arguably their magnum opus! We get to '19 and holy shit, have they possibly got even better? Joey Cape.....his songwriting is like a fine wine.
