I got Arc Suit Cynthia, on my first Multi-Summon, and I only had 6,000 Gems, back then! I was in NO CONDITION to Summon for an Arc Suit Banner. But I guess Arceus showed mercy.
I did like 3 dailies and got impatient and did 4 singles, then no Leon, i was planning on saving for NC Leaf, but once i git 3K again i decided to go for 1 last multi on him and got him. Average 62 scout points or something.

I somehow managed to get Arc Leon twice on one pull. I even have Arc Cynthia as well. I got really lucky!
