If I was a Shinobi I'd have a summoning jutsu where I summon scrolls like ten ten except instead of only weapons they'll have jutsu in them; sage mode chakra, fire balls, lighting attacks, water prison jutsu, clone jutsu, etc. I'd travel around the world collecting different jutsus In scrolls to use in fights with my summoning jutsu.

the reason you need scrolls is because you can store techniques which uses chakra to perform so by doing so you can release a deadly technique/ jutsu without depleting your chakra.
