Rescue engine? I don’t think so. The crane is far too weak to lift an entire wagon up. Keep in mind that a typical saddle-tank engine weighs about 33 tons and a crane like that could probably only lift 10 at most.
I can't imagine this would be quite useful for loading or unloading any cars it would be hooked up to. Still looks fairly useful, especially for the jobs shown here.
The Dubs crane tank reminds me of a Merchant Navy or a 9F. Impractical and not really a very economic engine to restore, but far more interesting than a Black Five or yet another Austerity.
actually i see a fair few uses for this thing. Branch in the way? no problem. need help loading a train where there are no cranes? don't worry. storm just hit and a train needs help? got ya covered.

Can imagine this little chap was used for track maintenance lifting rails and sleepers and such like. It sure is a cool looking little dude.
That was one of this types several jobs along side Dock works and acting as rescue engines incase of an accident
