Im glad you mentioned how $5000 liability isnt enough. I was in a 3 car accident that wasnt my fault. The at fault drivers insurance only wanted to pay me $700 for my totaled car and I had a $500 towing bill. I had to sue and eventually got paid but it took a year and was very stressful and time consuming, and I was lucky to have gotten what I was owed. It isnt much more expensive to go from $5000 to $100000 worth of coverage

Hello can you use limited tort on full coverage?
Full coverage refers to adding comprehensive and collision which if covering your car where limited/full tort is referring to your medical related injuries.
If you’re in PA you will always have the tort unless they ever change the law. It’s mandated by the state to have medical to at some point

Does an insurance companies A&M best rating really matter since The states guarantee fund will take care of any insolvent company claims?
The A.M. Best rating is does matter to a point yes. If you see a company going under on there you don’t want to join them. Sure will the state try to fix issues, likely yes but how long will it take?
On top of that I feel the lower rated companies are less likely to have hired the right employees and give them proper training to handle your claims and concerns with experience and care.
