    The only American President to get a speeding ticket wasn’t driving a car. He was driving a horse.
    That’d be President Ulysses Grant. Oh he loved to go cruising with his horse and buggy up and down the streets of Washington, D.C. at dangerous speeds. One day in 1872, an African American police officer named William H. West pulled over his carriage for speeding at the corner of M and 13th streets. “Mister President, I want to tell you that you were violating the law by driving at reckless speed.”
    President Grant apologized, saying it wouldn’t happen again, and West let him off with a warning. But get this, the very next day, West pulled his carriage over for speeding AGAIN.
    “Do you think, officer, that I was violating the speed laws?” Grant asked. “I certainly do, Mr. President,” Officer West replied. He then placed the President under arrest and escorted him down the nearest police station. Grant ended up paying a $20 fine to be released.

    So apparently Franklin Pierce ALSO got arrested while he was President, for running over an old woman with his horse. However, there wasn't enough evidence to prove that he actually did it.

    I really like Grant’s personality even if there was a looot of corruption under his administration.
    I also liked how thrilled his wife Julia was when he ran in 1868 and how devastated she was when he declined to run for a third term in 1876.

      The sworn testimony of a police officer might and might not be enough for a conviction. If there were witnesses who saw the wagon speeding by, and who would testify that it was going very fast, that would most likely lead to a guilty verdict. It is also possible that the officer watched the wagon pass a certain spot such as a mailbox, started counting and remembered the time ut took for the wagon to reach another fixed location such as a storefront. Afterwards it would be easy to calculate the speed.

    Can you arrest the entire Supreme Court or all members of both houses of the Congress? The Office Of The President is unique as a branch of government as it is occupied by a single individual. As such, it presents the need for special legal status and congressional checks to maintain integrity, both for sitting and former Presidents, for actions while in office. Several versions of the Grant "arrest" story arose as his historical fame grew. The most important legal facts are, Grant insisted procedure be followed as if he were not President, against police protest to release him. He is officially recorded as mistakenly "detained" and ordered his own fine. The office is above the person.

    That is one reason why I like Grant. He was holding himself somewhat accountable and had a sense of duty. He could have gotten away without a ticket, and without even a mention in the news.
    He also prosecuted the KKK.
    I am no fan of what he did with the Sioux, though. Black Hills was theft. I am also not a fan of what he wanted to do in Santo Domingo, or that gold standard crash thing (yeah, Austrian economic fanboys don't teach the crash of 1869 and are about as naive as Grant in economics). So I am not saying he was the best president, I am only saying that I like the man.
    Many other presidents should have been fined, investigated, or even arrested.
