My best, is 45 below with wind chill, commercial window install third story. Boss would not shut down... I was young and naive. It was brutal. Years later switched fields and a 19 year old kid got himself stuck in one underneath an acid gas incinerator stack and the override malfunctioned and had to perform a high angle rescue to get him out. Fun times. Kid was shitting his pants for 2 hours. Hahah.
Looks like a 65’ boom 4x4. That’s usually what I get. Sometimes with the jib. Pole lights while almost fully extended during wind will make your a$$ hole pucker. No wall to bump into just grab the pole as it sways back and forth. Become one with the pole.
Not too crazy, but I worked in a 400’ long facility that had 3 50’ long remote controlled gantry cranes running the span. There was a service platform that spanned the whole crane. Was able to change 1000+ light tubes at 24’ height without a ladder or lift :)
I don’t understand why you don’t get a reading hot to neutral through the other fixtures on the circuit unless the electronics in the power supplies prevent it ❓
Looks like the original lights were on a short pipe elbow, but the customer added a custom taller elbow so they could reach from roof. But they thought it was ok to just extend the wires using splices hiding in the pipe
caulking anchors and the settool kind of a rare find but look them up maybe you have seen them i got my settool from a guy running the job he had 2 and bought his for 100$ money well spent i could have got 1 on line for 40 but i had it in my hand that day !

It is always the last light/box/device that is the problem in these cases. I am pretty sure you got it solved.
