I have the same machine and ran into the same problem, same voltage but would not turn over on the key due to the low voltage. what I did is ran a new wire with a 12v source and installed a push button start. I have my glow plugs and power on, on the key so it starts the fuel pump, then push the starter button. It's a workaround but she is running again. I found you while looking for a front dif slipping, I went to a heavy oil and it has help lots but think it may have to be rebuilt.
My rear diff was in bad shape when I bought it found out the locker is a common failure point and expensive to fix. My machine had a hard life before me so I’ve been fixing a lot of small issues . Glad you found a workaround . In my case my continuity to the starter was good from the key so it cranked but the bypass wire from the starter solenoid to the fuel solenoid was the issue , I found it strange how it would deliver 4-5 volts still , cleaning the connection fixed it 100 percent for me . My front diff does more pulling than the rear pushes at times not sure if that’s normal or not

I'm always amazed at how you guys can repair things. I was never any good at it.
