The house I grew up in Shiloh Pa. had a full basement with wash/dry/furnace in back half and paneled den and dry bar in front half. It was the coolest place in the house in summer.Since I moved to Florida,Basements are a rarity.

It's wall mounted AC, not central AC. The reason for this is the home uses radiator heat, not forced air so there's no ductwork.
