    Better light sand to remove the shiny than relying on expensive primer. Degreaser wash. Stir well

      Yes you need to sand it down first to get a ' key' .
      If you mark the paint subsequently the paint will mark and scuff and the old paint will show through.

      Yes, there is no need to sand your skirting board down to the wood before painting as you usually would with gloss paint. With any paint project, sanding between coats ensures a perfect finish
