I am a bit confused. I thought the CMB was an artifact of recombination about 700,000 years after the big bang.

The CMB as we see it now was a result of the recombination. (the accepted value is typically 385,000 years after the big bang, but I have seen values from 300,000 years to 700,000 years. The energy already existed well before then which is basically the left over energy from after particle formation.
