You said it, it’s bit reversal.
To order the input layer, label the inputs in binary and then reverse the bit order:
000 => 000 = 0
001 => 100 = 4
010 => 010 = 2
011 => 110 = 6
100 => 001 = 1
101 => 101 = 5
110 => 011 = 3
111 => 111 = 7

Those values are the same. They get divided at last and produces the same value.

You said nothing about what those plus ones and minus ones are. Are the multiplicatioin factors? Are the products added where the lines join?
