The exact same technique, would require tracking. So after effects, track mask and/or possibly you could mask manually in premiere using key frames. The rest is pretty similar in lumetri applied only to masked areas. Seeing how resolve is free download, you could also just download it and correct that clip, then output back to premier in some very low loss format to continue. Resolve started as a color correction tool, so it's just way more setup to handle stuff like this.
