    Question is still carried in my mind how anyone can find the charge to mass ratio of the subatomic particle by only observing the deviation?

      By equating the magnetic and electric force(due to which it's following a circular trajectory, thus using the formula of centripetal force) we get: qVB=mV^2/r. On solving which we obtain a relation: e/m=V/Br [equation 1]. Then, by balancing the electric and magnetic field strength: qVB=qE, we get V=E/B[equation 2]. Putting eq 2 in eq 1, we get e/m=E/B^2r. Since, here we knw the electric and magnetic field strength we are providing also, we know the radius of curvature of the path of the trajectory followed {found experimentally} we can find the result by putting in those values.

      First deviate the rays with elec field or magnetic field. Its strength would be known. Then introduce the other field so as to apply force in the opposite direction and adjust its strength till deviation is eliminated. Now, force applied by both fields are equal. So equate them, from there, you get values of some required quantities. Then only a few more calculations like measuring the deviation and then you get the charge. As for the mass, I don't if he just plugged the value from Milikan oil drop experiment or did he actually find the ratio through the sole means of his experiment. But that's how much I could help you.
