Someone doesn't have to die there for a spirit to be in a house. Also it's not so much that the spirit won't move on. Most of the time they are stuck because they can't find the white light to be able to move on. And the reason why spirits reach out to us is because we have the white light within us and we are able to help spirits move on by helping them find the white light. Then there are bad spirits that don't want to find the white light and will keep other spirits from being able to move on and those spirits are the ones who try to "harm" us.
