I think it has something to do with the fact that you needed a pc and camera to repair a turret, but they changed that and now you pay an equivalent amount in hqm. Try to repair a turret by having hqm, a pc and a camera in your inventory and check if the amount of hqm decreases (pc and cam aren't supposed to be consumed).
