    Your guest is very well-versed in program management and public adminstration. It's rare to see such demonstrated competence out of Armenia - a country best known for 'more or less' and 'cutting corners', where people smoke while pumping gas and nobody wears seatbelts!

    Everything sound great and I love seeing someone (from this government that is) who knows how to do her job!
    But I'm not yet sold on the "ESEM" and "MobileID" systems. I didn't pass the login screen yet. :D
    Those systems require you to have an ID card, and that feels so offensive and sad. For the past 10 years, I managed just fine with my regular blue passport. But now all of a sudden I need to apply for it to be able to tell the government how much money I make. Otherwise, I'll be fined a couple of times and my funds will get frozen afterward :D
    Anyway, this was just a random rant on the internet, I wish all the best to Viktorya and her team. I love seeing competent people, and I feel honored!

    As a Georgian, I wish good luck with reforms to all our neighbors, including Armenia. In Georgia, reforms are now backsliding, but we hope to get back on track after the elections (once we replace the puppet regime). Also, congratulations on having Nvidia office in the country, it's a huge thing in reality.

    Encouraging to listen to young minds driving Gov transformation in the country , not just badly needed but gravely desperate. Would disagree in the second half of the interesting discussion, Victorya considering and evol_utionary approach over revo_lutionary one , both facing serious steep uphill challenges, however in our case with a very low base of Gov services quality and quantity, an evo_ strategy keeps us always inherently laggard and less effective vs the revo one , also was eager to hear some sort of reference to an AI strategy incorporated into the digital transformation of the legacy Gov , a means to optimize time-to-quality service delivery ..
    Suggest follow up transformational discussions related to Ministry of Health , MoH, also MoE , MoP , and others.

    This guest is clearly very young, inexperienced and very rigidly technocratic in her thinking. I lost count how many times she said “assessments” followed by a litany of excuses as to why things are not accomplished/implemented. The fact that she never mentioned the government setting actual milestones or accountability for failure to accomplish them is also revealing.
    Her rather puerile defensive response to your reasonable critic concerning lower and middle tier bureaucrats also impressed upon me the realization that the real issue in Armenia is a lack of competency, leadership and judgement. I’ll wager if you have her back in two years, you’ll hear another long litany of excuses as to why nothing has changed.

      @@PizzaLov3r you guessed right, I don’t. I thought I’d share some observations/knowledge based on years managing people and complex projects in various countries. I’m guessing from your response you do live there and use that fact, like many others there seem to, to dismiss any well intentioned empirical observations from others. With that approach, good luck competing with countries like Georgia. No wonder 30 years later Armenia is still a political/economic basket case with 15% unemployment and the least developed economy in the region.
      If you can’t even identify root issues to problems properly, good luck solving them.

      The problem with your statement is that it is not helpful. You have so much experience- great! What about trying to be helpful in some manner instead of going on a long rant as to why everything is screwed up . How do you think expertise is developed in such small countries ? People go abroad , get good education, then come back , share their expertise , show how it should be done, show high work ethics etc.. . What do you do instead ? Complain . How is it constructive or how does it help bringing Armenia forward?

Then, you went on generalizing something over 3 million (!!!) people? Really? Hayastancis do not listen? What about all the people who came back to Armenia and are building something worthy? Would they be better off sitting on their couch and throwing advice around in a condescending tone? Would Armenia be better off that way?
