Super easy... just add 1-frame black mattes, spaced out by a frame each, on a track above your footage. You could also cut your original footage and remove every second frame, but I prefer the first way cause it's easier to reposition the black mattes if needed. Just watch that section of the video frame by frame and you'll see it (use comma and period on your keyboard to watch RUclips videos frame by frame).
If I recall, think I turned a few things into presets and then nested a few tracks so I could quickly drop them in place when screen recording the tutorial (for better pacing... i.e. viewers wouldn't have to sit through me doing all the individual steps to create the outro).

Have you used Scene Edit Detection in a project? Did you find it accurate?
