With the possible exceptions of the Vulcans, culture in the Terran universe ae ruthless as Georgiou. In DS9 the Bajoran Kari was as blood thirsty as Georgiou. The Terrans were enslaved by the other groups. If Georgiou were anything less than ruthless she would have died. Darth Vader actually is a bigger villian in that he knew a kinder world and turned his back on it for power. Did Vader deserve a redemption arc? Probably not, but i was okay with it, Georgiou deserves one in that being in the Prime universe allowed her to see another way.
I can't fathom why some fans like Georgiou, or why the writers thought that giving her a redemption story was a good idea. Make no mistake: as introduced, she is a monster. She is sadistic. She murdered billions. She had slaves. There are no mitigating circumstances for her actions. There is no guilt. There is no morality. There is no humanity. She is simply an unspeakably horrible individual who rarely, if ever, expresses remorse for her actions. Even her redemption story is so thin that I have no idea what the basis of it was. At the end, she still seemed just as likely to commit xenocide as before. Michelle Yeoh is a wonderful actress, and she clearly had fun with the character, but I was perpetually baffled by how everyone gives her a free pass, even trusted her even early on, despite Georgiou showing no indication that she deserved that trust. I truly am sorry if this upsets people, but not all monsters deserve redemption. This one definitely didn't.
I can 100% agree with you on various points. And other than her time in this “would be” mirror universe, we have no idea of exactly how she had fully changed - though the argument can be made that over the course of seasons 2-3 she at least used her evil skills for good. We’ll see in the S31 movie (hopefully) the result of it all. I think she will forever be a chaotic character, but it seems she’s moved away from being completely evil.
Liking a character isn't based on the morality of that character for many people (*cough*Warhammer 40K*cough*). To me she simply was the most unpredictable, most entertaining character in the show. In ST too there are numerous characters that are absolutely ruthless and still well liked by many fans. E.g. Q certainly has at least as much blood on his hands as Georgiou. Or various Klingon/Romulan/Cardassian characters. Heck, even the Borg Queen has her fans as a character. Outside of ST there would be e.g. Darth Vader as a character who did evil things on an extreme scale and still got a redemption arc. In a way, i think Georgiou can be compared to Q. Both are unpredictable, amoral, resourceful wildcards.

@jenswurm Oh, no question, irredeemable characters can be fan favourites. Chang in ST6 was magnificent. My issue is that Discovery looked at her and said "I can fix her." That may sound like a Trek approach, but it ignores Georgiou's entire character. She's from the Mirror Universe. It's who she is.
So, the climax of Georgiou's character arc, the great act of redemption to show she had become a better person, was to feel slightly bad about slaughtering a bunch of people and torturing the daughter she supposedly loved. And you find that a worthy ending? This is a terrible poorly written character from a show full of poorly written characters. I am embarrassed for Michelle Yeoh. She is far better performer than this character deserves.
All hail Emperor Georgiou! I'm glad her fate is open-ended.
