10 to 20 FPS in most games the exception of Fortnite, GTA & R6... That's Big plus 2060 include DLSS & RT features... SO yes, in my opinion it is an upgrade worth considering...
2060 rt is crap though , not really useable for gaming . a 2080 is an upgrade worth moving to if its relatively affordable in my opinion . i went from a 1070 to a 2080 and it was a well noticed improvement . that being said the 1070 is still pretty stout for its age .

But if I already had the 1070 I would not buy the 2060 . I get 1070 foe half price, and its much better option, get 1070 and wait for good price in highers series, defferences in fps are to small to pay so much money, dlss is + but imo its still not worth but all depends on price in market.
ps i think it will run smoothly easy on lowest and fsr but overall i dont like alan wake games, played first one remake and shooting to that enemys was boring, maybe story was nice but gameplay was meh.

If I’m not mistaken, battlefield allows you to enable Raytracing on GTX GPUs (1060/1070/1080), and it tanks performance

I think GTX 1070 is great for DX11 games but it lacks behind in DX12
