To me it's not so much the decision, rather it's the multitasking and keep in mind everything. That's also important for decision-making, though I think still a distinct ability. If you are able to keep each and every micro and macro situation, as well as your bigger plan and the constant changing gamesituation in your mind - this awareness is what sets a pro apart from a lower rated player. You can't make good decisions if you are unable to comprehend the game at each point fast enough.
And unfortunately I believe this is what most people really struggle with, it's not clicking to slowly, it's think fast enough to know what to click and keep the most urgent tasks in mind. It's great fun to watch this, but I believe the ordinary guy won't be able to improve too much in that regard.
