Will it be commercialized? Who will sell/purchase water, and on what terms? (4) Please elaborate on provisions of 2015 Declaration of Principles on Nile-specifically the clause which could be interpreted to say right of exploitation is proportional to water contribution. [Principle IV, Clause h] Impact on negotiations? (5) Concerns that 2015 DOP dispute resolution mechanism is weak, one factor in why negotiations have dragged on fruitlessly. Please elaborate on how could informal talks proposed by Aaron could remedy or mitigate this. How could other formal instruments/assistance help? (6) the 2015 DOP adopts many provisions of 2010 Entebbe Agreement, including “equitable and reasonable utilization”. However vaguely this is defined, wouldn’t the DOP nullify or amend Egypt-Sudan bilat agmts? (7) one drawback to desalination is increased ocean salinity, with -ve impact on seafood stock and coral reef. Implications for food and tourism? How can these concerns be balanced with water need? (8) Gulf Arab agro-investments in Ethiopia (principally for their food security)? Impact on dams operation (increase in extraction)? Impact on Sudan and Egypt?
