Todd may not always be breaking the rules per se but many don't consider the king's move a legit way to armwrestle, it's like finding an infinite-loop glitch in a fighting game and spamming the shit out of it; in this case, Todd had broken his arm and tore some tendons before so his arm can't even straighten, making the king's move much easier to pull off. This is one of the reasons why the only loud and prideful advocates for the king's move are primarily the king's movers themselves.

But consider the multiple cases where his hand was lost but his opponent was still unable to pin him, we had Pushkar, Ermes, Khaled (via hustle strap and taking him easy I know), Devon and most likely many more who were at one point or more able to take his hand and put him in a losing position but only managed to pin him a fraction of the time they found themselves in such advantaged positions.
