Why was there no penalty if she dropped the hoop? I’m trying to understand how the scoring works. In her clubs performance she scored less with a penalty applied, but I couldn’t see any obvious errors like a drop.

A drop is not a penalty, execution score would be affected tho. A penalty is for example an apparatus going out of bounds off the carpet, or performing with the reserve apparatus(the one you see outside the carpet) or finishing the routine after the music stopped, those would get penalties.
