This plan is a populist move and the only impact it has is further suburbize the state. A real solution would be to first incorporate real rapid transit systems in the metropolises (Tel Aviv, Haifa, Jerusalem). The current public transit systems within these places are already beyond full capacity and are so poorly planned, so even if there were high speed rail, the passengers would still be stuck in traffic inside the city (if they can even get on a bus). And unrelated to that: AI generated images for maps (and in general) look so bad and are misleading, labeling (among other mislabels) the state of Jordan and Egypt as Haifa.
