The dresses are only modest where it's appropriate to wear them as is all clothing. Covering don't make people modest because you could be covered but wearing tons of jewelry and that would be immodest. Yet with others that are wearing jewelry, wearing some jewelry would be modest and relatable. For modesty does not stick out, it humbles itself to wear what others are wearing without pride to show love and bless others, never self. ❤
