today i pulled 2 he-man(1 from blue shards and one from pool shards) one brogo and one duchess. all i had 24 blue shards and 1 pool shard. So it just happens sometimes :)
Even "bad" Leggos are good to get, they can be buffed or even fill faction guardians, and also in the future possibly be the champs needed to strengthen another champ, anything is possible.

Ruel actually have good passive too 10% more damage taken and 10% less speed on enemy with Hex ( damage taken benefits all allies
