So it'll be L1/R+t1 (the arc formed by the outer face of rod L1) . otherwise why aren't we taking L2/R? because for the smaller rod's length, we are considering it's inner concave surface, not the length along it's intersection with L1. I hope I was able to convey point. It'll be helpful if others also clarify point.
