He says with only presumption but without evidence he cant punish consort jia. But he does not practice the same when it comes to ruyi and ling yunche.

Both ruyi and ling yuche don't have powerful families behind them. Ruyis clan lost their glory when her aunt died and ling yuche is a servant.
Jia Guifei killed indirectly or directly all her “friends” in the harem, now she’s alone and surrounded.

Because of this, she started to fear that others would scheme to kill her just like she did. That not only lead her to use dogs, but the dogs and Ling (who used Fuguer to her advantage) got her more in trouble & demoted.
