but isn't it mostly one guy or lets say "the people at the top", that decide for themselves "this must be done!" and you have to follow, if you don't, you end up in the dirt with nothing left, or get killed.
It's a meatgrinder that exists since warfare was discovered

I see people making the mistake of just comparing country sizes on the map and think its "David vs Goliath" but there is so much more to it. I dont have the exact population numbers, but lets say Germany had 80 million citizens and soviet union 150 milion, not all of those can fight of course you need people in key industries to keep working etc, Germany had all this manpower concerned in way smaller area, easily accessible and its logistics had to deal with way shorter distances and great train and road networks. They also had a sort of technological advantage and battle tested and experienced soldiers, proven tactics and equipment. Soviet union on the other hand had to protect its borders which are way longer relative to their population size than lets say Germany. They had to worry about Turkey in Caucasus, Iran in central Asia, chinese civil war regularly threating to spill over their borders or to Mongolia and of course the Japanese in the far east and they didn't trust the british either and all that separated them was tiny peace of Afghanistan and british could easily restric their ocean access limiting their trade and imports. Then there is geography, the european plain widens from Germany all the way to Ural mountains, the only major geographic obstacles any European invaders had to face were forest, rivers and swapms, it is great place for fast advances and mobile warfare unless the muddy and winter seasons come and any reinforcements from all over Russia take waaaay longer to arrive than from Germany because if the massive distances, but as much as Germans advanced, the Russian distances were getting shorter and reinforcements and supplies faster, their soldiers more experienced and tactics improved while German now had to deal with way longer distances and they couldnt even bring stuff directly from germany, as they used different types of train tracks and fuel, so they had to mostly supply everything from all the wwy from Germany and by road with tracks and horses, meaning they couldnt just bring the supplies, thay had to waste capacity on fuel and food for the road itself. While british and americans eventually convinced them they were allies and not only wouldnt threaten them but would actively supply them and that was a ton of supplies at the decisive time to give soviet industry time to relocate and rebuild and ramp up, they also jointly invaded Iran to use them as a way to transport these supplies and british took over french middle eastern territories, breathing down Turkey's neck and americans deciphered japanese plans, assuring the soviest that japanese would not attack siberia and all that allowed soviets to actually use the full potential of its manpower, otherwise they would have to be constantly ready dor another invasion from somewhere else. The Gemans wanted Japanese to attack from the east to prevent exactly that. They also went into it with sort of ww1 mentality of capturing the capital or winning the decisive battle and the country would surrender as was the way in Europe for centuries, Japan was trying for decisive battle with the americans as well, it was proven in France that it could still happen, but it has never worked in Russia, not in northern war, not for Napoleon and not now. Another aspect of the land and population of Soviet union is that it was hardly united, the baltic counties, the Ukrainians, the Caucasian and central asian states were not Russians, some would fight for the soviet union, some because they had to, some avoided the conscription, some surrendered, some even joined the enemy of welcomed the germans as liberators, including some russians, Germany had whole baltic and russian units. So size on the map is far from the decisive indicator and even stuff like population sizes may not be as clear as one may believe.
