The shells are 'waste' from the scallop processors. My guess is that the company buys them in bulk and then fires them in a kiln and grinds them.

最初の粉を練るところは蚊取り線香や仏壇用線香もほとんど同じようなローラー使ってますね

That plastic at the end seems unnecessary
It's Japan. Still too much plastic being used over there, although they are slowly reducing their usage of plastics. When I first went to Japan all those years ago. You would find products packaged in multiple layers of plastic packaging. Today, I see a lot less of that and more and more paper being used.
