Do some research on levels of public forum as defined by the US Supreme Court and how our F/A rights may be more strictly regulated based upon the level of forum involved. A City hall is a limited public forum and the "public" landlord has the right to maintain the building for it's intended purpose just as a private landlord does. Not one Court has ruled that you can walk around any public place/building to record.

Do some research on levels of public forum as defined by the US Supreme Court and how our F/A rights may be more strictly regulated based upon the level of forum involved. A City hall is a limited public forum and the "public" landlord has the right to maintain the building for it's intended purpose just as a private landlord does. Not one Court has ruled that you can walk around any public place/building to record.
