Here’s what I’d like to do: once the Bluetooth connects, wait about a minute this way it can detect that I am in motion, then, if the app opens in the background, automatically force-stop it. I tried using the UI interaction by navigating to the app, selecting "App Info," and then choosing "Force Stop," but I can’t seem to get it to work no matter what I try. Any ideas?

Macrodroid only has access to system operations when the screen is off. You can however do a very complex macro that unlocks your phone automatically and does it
When isn't it predictable? Can you not test it a few times and determine the wait time required? I used this mechanism to enable/disable motion detection on my Blink cameras (a missing feature) and it worked beautifully.
