You can kill the Oceanid's flying birds with Xiao's E skill, just jump while facing a bird and do your E at the highest point of the jump, I don't recommend doing two E's back to back tho, as the second E can miss more times than it hits, and I'm also pretty sure that Kazuha charged E can hit the birds as well, although I haven't actually tested that out yet, I'm pretty sure I have seen someone doing it tho.

Like Keqing, Eula, etc. The only char that is almost impossible to miss is Venti really, or instant burst damage ults like Hu Tao or Albedo (but even then, some enemies have I-frames if you mess up the timing or get unlucky). These also tend to be smaller in AoE.
dude having the ults not up is a mood. for once i didn’t have hu tao on my team and it took me 3 zhongli pillars and like a lot of kazuha’s skill just for the electro hypostasis to die :’d not fun.
