Why did you block all the dll's in SCCM folders? etc.... Explain the dll deny rule use cases, if you don't mind.

If they using Local Admin rights, Does the system block the application which they plan to run or not?

good question. I just stop service with my local account and domain non admin account can again install without problems even gpo exist on domain controller. So local admin can do everithing
