In Japan pedestrians and cyclists take precedence above all vehicle especially on crossings with no traffic lights, especially if the ones that are crossing are children. Hence why they teach children to bow back at the drivers after crossing, which is kinda heart-warming. There are crossings with no police but has camera and the citation will just be sent to the registration address of the vehicle. There are indeed cases like this where some drivers are uncourteous and does not fully stop for pedestrians. As people the pedestrians and cyclists themselves knows that they would be the one to adjust, of course who wants to get hit in the first place. Well, I reckon after fighting and killing themselves for several centuries and being the only country that has been nuked not once but twice; coupled with the low birthrate, they have learned to place more value to life.
