If ur still struggling I found out that it was a keyboard malfunction the f1 was constantly being pressed for some reason. Try restarting, updating computer, or just disabling the f1 shortcut. Hope this helps

I think it’s keyboard issues. That popup should happen when u tap the F1 function key.
This happenings means the f1 function key is clicking on it own
