I like to think of the controlling idea as emanating from thematic binary. For example Law & Order's thematic binary is Emotion vs Logic. The person are always Emotion and the lead characters are always Logic. So the controlling idea for L&O would be: "Logic is justice".

What is the difference between main idea and controlling idea? They are sometimes used interchangeably?
