What we find accurate is mostly based on whatever gives more accurate results to our eyes. Our eyes are used to looking at things in certain ways and are good at spotting things we have learned to see. I consider Saturn to be Exalted in Scorpio rather than Libra. The Moon is in its fall in Scorpio so it exalts Saturn.
