I think Clement meant Morale.
"Moral victory" is a common term. He meant that after the first half, Rangers looked like they wouldn't get anything from the game. The moral victory is showing determination to come back and draw. People are annoyed that he used the term because Rangers were poor for a big part of the game and could have gone in 3 or 4 nil down, in a title defining game, at half time. The result has now given Celtic the chance to go on and win the league.

Lol "moral victory" is a common term. In fact, it's a typical footballing cliché, like "a game of two halves." He meant that although they didn't win, they showed determination to come back and draw. That's a moral victory. The reason people are annoyed that he used the term is because Rangers were shocking in the first half and had no right to get anything from the game. The result favours Celtic and gives them a good chance to go on and win the league. He might have an accent, but he speaks fluent English.
