Will this HD wheel pack conflict with custom wheels that come with custom cars if I am using NoWheel mod?
No it won't conflict. Basically 249 queues up nowheel.dff which is "see through". I think the custom rims are part of vehicle dff and txd files. It's a bit like writing on a balloon with a felt pen and then inflating it, if that makes sense.
