I believe Hunter’s exit was so abrupt (even by the more straightforward standards of this period) because rather unusually, Scott Maslen was poached by Eastenders, necessitating a swift departure.

Phil Hunter is an interesting character, flawed yet still a good copper.
My problem with him he can’t treat women as equals
Some of his behavior is despicable.
As much as I can’t abide that, his flaws make him human.
That I can accept.
