I could be wrong but I think you need to remove some protective foam inside the bass section.

Boaz Kim Music is right about the foam. I just got mine in the mail this weekend and you need to turn the wheel on the bass end to release the strap, unscrew four screws and open up the compartment and remove a rectangular strip of foam. However, even after that, I still had multiple bass key buttons that were sticking and not playing correctly. I'm returning mine and getting a replacement. If your dad's is still having the issue without the foam, perhaps he can return it and get a replacement as well. Best of luck!
