When the cat is licking the other is grooming it not because the cat is dirty or anything but because by licking all over one cat it makes it smell like the one doing the licking. It drives a cat wild when there's two different scent trying to mark territory via "cat pollen" or as you know it by pheromones, this is the same way as to when a cat sees a stranger and it starts to get close to you and rubbing itself on you. You're thinking the cat is being welcoming and friendly, but it's the opposite. The cat is marking you as their territory.

Someone whose I used to stay at (long passed on) had a couple of cats who would sit on the rug on her living room floor,licking each other simultaneously.
