Where i live, I usually see the ceiling mounted version of the radiant heater, time to time in commercial and some residential settings. Like restaurant dinning areas, big pavilion buildings, livestock and horse barns, private resident workshops.
Your CO test might not have been valid since the tester shut off during the process. If that happens, whatever level of CO is already present will be taken as the baseline measurement (0 ppm). I really hope those folks have working CO and smoke alarms. Those unvented heaters can be a tragedy waiting to happen.

I can't imagine being a homeowner with gas and not knowing how to check those things; I guess that's just me. Some people don't care if someone else is paying for it. Those puppies were quiet and well-behaved. Either they had not yet figured out they're not cats, or they aspired to be cats in their next life.
There are all kinds of warnings about not using your gas stove to heat the house. Is there any difference between a non vented furnace like this and a stove?
If 100% combustion takes place, they don't need venting but I would make sure to install a smoke and carbon monoxide detector. Even regularly vented furnaces with a long outdoor chimney can condense and come back in. My dentist's family had a new furnace installed. The very same night six member of his family died!

Also illegal in California. Years ago people died every winter from unvented gas heaters.

House Explosion this week in Bethel, OH, near Cincinnati, while HVAC Tech was Working on Gas Furnace. Male & Female Died and HVAC Employee injured. 🙏

Yes. I believe those ceramic bricks with the holes in them are a catalytic converter too.

Most fire departments carry in their truck carbon monoxide (CO) detectors.-
