I have been looking for this game forever. After all these years I was starting to convince myself I imagined its existence, but I found a meme about the cafeteria serving game mode and it came back to me
I'm convinced this "school" is a front for a secret government black op to create super soldiers. They drug the kids with injections that cause bizarre food cravings that must be satisfied in order for their powers to develop. You are a new overseer and "Frankie" (who is himself an experiment) is always watching you to make sure get it right and don't question anything

Holy crap the nostalgia. I grew up with these games and I played them so much.
I never had this one, I only had 5th Grade, but I get the impression they all have a similar art style and vibe of utter weirdness.
