There is no windows app. However you can use web client for chromium based browsers e.g Chrome to connect to your device via WiFi, Bluetooth or serial. client.meshtastic.org/ There is no need for Internet for this to work. There is a workaround as well. You can install some android emulator e.g bluestacks and install android app on it. This way you can use all app functions from a windows pc.

You can sleep your laptop and take it far away in woods etc. It can connect to Meshtastic device via Bluetooth, http or via usb cable.
