First option would be the presets which speed setting is 30 steps and quality is 60. Lightning is 4 steps. If you want to override that, go into debug menu and you will find "Forced Overwrite of Sampling Step" in the debug tools tab about half way down the list.
If you are talking about the ones mentioned on the Civitai page yes some that I showed did use them but overall really don't see much need since it covers much more than the few listed. Usually you don't see any trigger words for checkpoints so I am not sure of the point.

There are LORAS to use models like it was HYPER version, like we have with LIGHTING? I find HYPER models better than LIGHTING ONES. EDIT: Just found it! It have HYPER Lora to 12 steps even.
I have not messed around much with the Hyper Loras more than just a few tests but I am going to try it later with the new Hyper 4-step settings in the release candidate for the next update for Fooocus.
Fooocus is a UI like A1111/Forge/ComfyUI for Stable Diffusion. The checkpoint is for any Stable Diffusion UI but I prefer to use Fooocus 95% of the time.
you can get same images on base model when ask what was embended. without trained new images. what probably not even on image you make. waste of gigabytes when they could be loras
Have you tried just adding that to your prompt with a model like this one? Disable the default styles though if doing with Fooocus except the Fooocus V2 and in the prompt add "style of Studio Ghibli" should work usually.

If you install locally you don't need internet.

Consistent characters can be a challenge but there are ways to get them. I do have videos with tips.

higher step images tend to have more contrast
I didn't see much difference between the 30 and 60 but definitely the lightning is noticeable.
