Yes, you are able to forge an aspect into your rare which makes it a legendary, but be mindful that you will only have 3 skills + aspect given from a forged legendary.
First question: If i extract an aspect from a legendary item, do i keep this aspect permanently in my aspects tab to use it on any number of future items i want? First question: If you extract from a legendary item, you do not keep it permanently. It is added to the aspects tab in the inventory, and can be used once to upgrade an item. Second question: It will add a second one-time use aspect to your aspects tab. I think you might be getting them confused with the unlockable aspects from dungeons. When you unlock from a dungeon, you can use it as many times as you want on items. The only downside is that you get the MINIMUM possible roll for the aspect. The ones that you extract from legendaries will be the same quality that you extracted.
