If by the gel is situational you mean use it every time it's up because it makes you nearly unstoppable to MOST common ranged stuns at 300-350.

Underselling the gel a bit, it also stops you being set on fire by incendiary stuff, increases stealth by 1 level and reduces reactions by 1 level. The last part is huge... bazookas do nothing to you while it's active lol.
